I wish to clearify the payment and instructions in Ministeries,departments and agencies as follows:
1. Personal emolument -this should be paid at current approval level.
2.Administration and service expenditure - these shall be committed and paid for to support overhead and operational expenditure within the limits set in the approved vote on account.
3.Investment/capital expediture
a. no new investment/capital expediture should be initiated;
b.payments for ongoing projects should be with prior approval from office of the president through the chairman of the finance and economic committee of the transition team.
c.other payments-these include legal obligations after 31st December only.Approval must be sought from the office of the president the chairman of the finance and economic committee of the transition team.This directives covers all metropolitan,municipal and district Asemblies.
The controller and accountant general should take note of the above directives and ensure compliance:
1.Applicants for changes in ownership of government vehicles should be referred to the chief Director of the presidents office .Any such changes must be done only on his expressed written authority.They are also requested to submit to the presidents secretary by wednesday 14th january 10:00am a list of all government vehicles whose ownership have changed since the second half of 2008 to january 2009.
2.The President has also directed the chief Directors and heads of MDAs to assume administrative responsibility until further notice.Regional Coordinating Directors are also to asume work in various regions.
3.Chief Directors,Regional Coordinating Directors and heads of Departments and Agencies are required to refer all matters of policy to the office of the president for clearance.
